This component pursues the modernization and digitization of the education system to move towards a personalized, inclusive and flexible model that adapts to the needs of each student . It also aims to reinforce teacher training by integrating new educational techniques at school based on the use of digital media. It also seeks to guarantee the connectivity of the university network and the adaptation of programs and systems to new technologies and blended face-to-face and distance learning.

Specifically, the following challenges are addressed:

(I) Prevention of early school leaving and improvement of educational results , particularly for students with the most difficulties.

(II) Plan for the modernization and digitization of the university system , especially by investing in its capacities through training and the mobility of its human capital and its infrastructures.

(III) Plan for the requalification and internationalization of teaching and research staff : The objective of these grants is to train teaching and research skills, promote their national and international mobility, facilitate the future incorporation of their beneficiaries into the Spanish higher education system and increase the teaching, research and transfer capacity of the system in the next decade.

Approval of Organic Law 3/2020, of December 29, which modifies Organic Law 2/2006, of May 3, on Education. This new Law will increase the educational and training opportunities of the entire population, contributing to the improvement of the educational results of the students and satisfying the general demand in Spanish society for quality education for all, which implies strengthening their equity and investing for inclusive education.

Design and application of a new curricular model by key competencies in the stages of Early Childhood, Primary, Compulsory Secondary Education and Baccalaureate, prioritizing fundamental learning, and regulation of an inclusive academic organization promoting deep learning through active and collaborative methodologies. Education in civic values ​​will be included in the curriculum for sustainable development and the development of digital skills of students at all educational stages, both through specific content and from a transversal perspective.

Comprehensive reform of the university system that promotes access to Higher Education, to adapt the organization of university teaching and the good governance of university institutions, as well as to promote research, transfer and mobility of teaching and research staff.

C21.I1

Creation of places in the First Cycle of Early Childhood Education of public ownership (priority of 1 and 2 years). The objective is to create and equip more than 65,000 new infant education places. This investment will allow the improvement of future educational results and reduce inequalities in access and participation associated with the socioeconomic level of the family. In addition, early childhood education plays a fundamental role in family reconciliation and can positively influence women’s access to the labor market.

Educational Guidance, Advancement and Enrichment Program in centers of special educational complexity (#PROA+ Program), to create a stimulating environment for learning, in which personalized learning methodologies adapted to the needs of the students are reinforced, and In this way, contribute to the fight against school dropout.
